does any one knows how to video chat on chinesse tablets?

I am also trying to find out if I can use my tablet to communicate via skype, fring etc but to date I have had no positive answers. I have a POV Nobii 7" tablet and would like to download the app or software to enable me to use the tablet to communicate via skype etc, can anyone one assist.
Wher do I go to update the software Android 2.1 to 2.2.
