Is It the Battery?

Hello everyone. Last December my brother bought a Dragon Touch X10 tablet. I liked it so much that I bought one also. A couple of weeks ago his tablet stopped charging. Pressing the ON button didn't do anything and when he plugged the charger to the tablet, nothing happened. The screen does not turn on.There is no charging indicator on the screen.It looks dead. I tried to charge it with my charger but nothing happens. If I plug a USB cord to the tablet and my laptop, I can see the directories and folders on the tablet. But it will not come on. I opened the case and put a voltmeter on the battery wires and it reads 4.25v. Is this a low reading indicating that the battery is no good? Or might it be something worse? I appreciate any help.

Maybe its the cord? im confused..

The cord is fine. I can't get the screen to turn on. I'm leaning towards a bad battery but I was hoping that someone else had this problem. Just can't figure it out.
