If you "long press" something that can be deleted, a garbage can will appear. However, it's not a recycle bin. Whatever you drag & drop there is gone.

Android does not have the recycle bin, or trash can like Windows and OS X. If you delete a file, it is gone.

The only difference is shortcuts on the home screen, if you delete these (long press and drag to the upper right hand corner) they are still installed, just no shortcuts on the home screen. Go to the app drawer and long press and you can drag them to the home screen of your choice.

no, there's no recycle bin in android device. However, you can still recover deleted files from android device like asus tablet with android recycle bin data recovery tool, you may refer to this guide that helped me before.
