SD Cards

Can you install apps from your PC to the SD card and then insert it into your Tablet?
If so, how do you do it? I tried this, inserted my SD but nothing happened. What am I doing wrong?

I also tried attaching direct with the usb cable and followed the directions, got it to recognize the unit but nothing else.
