No Android device can use Outlook or Microsoft Office, directly, (they are not designed for Android, yet) but you can sync with Exchange or use IMAP to get the same mail your Outlook gets with any of a dozens of mail apps. For Office there are many apps that read and write MS Office docs without a problem.
If for some rteason you really do need Office, (though I can't personally think of one), you could look at getting a MS Surface Pro tablet that will have the real thing.
There is very little that I do on my PC that I can't do on my Android tablet or Phone.

There are lots of tablet available in the market. From all of them, you can purchase Nexus 7 or Samsung Galaxy Note 8 for your office work. Both are good as i have experienced of both.
