Why won't amazon.com sell to Australia?

My daughter's book is available on amazon. She wanted to buy one copy as ebook and gift it to someone. Amazon.com would not allow her. Is this a joke or what? I know they can fix it.

It has something to do with taxes and a $2 surcharge that is levied to an ebook there. Amazon would have to charge several times the publisher's price, plus the high 3G charges make it a loss deal.

Sounds plausible. But it is annoying because we also can't get any apps from their app market either.

They overcharge here like wounded bulls. The local retailers want the government to slap duties/taxes on all overseas purchases - the current limit is $1000-00.
