Cannot Tether

I have a LG connect 4g phone (rooted), Android 2.3.6. I have Asus Memo WE172 pad 4.1.1 (not rooted), Iam running " Open Garden wifi tether" on my phone, But i cant get the tablet to see it on its wifi list, everything else i have sees the hotspot from my phone.....My tablets sees everything else except my phone....does my tablet have to be rooted as well? does the tablet not having bluetooth and gps play a part of me not being able to tether? appreciate any help.....
