Clarify ANDROID REGION

I have not been able to find a good answer to this question elswhere

when tablets are manufactored is google locked and loaded for specific region ?
assuming this is true how does one indentify which region is set ?

I have models from last year that work fine but new ones have regional lock on market and english keyboard sucks

lets pretend I am factory how do I set region ?

Another ASSumption is that once region is set on gingerbread20120509 it can not be changed from menus

The people who sell them should be making certain they are set for the region they are selling them to. Most of that as far as I can tell is done through the version of the firmware that's installed. The firmware, for the most part, is country specific.

If you purchased a tablet from a company that is, in your case, not intended for use in the US, you need to get your money back, imo.

However, if you went to a store in another country to make the purchase, all bets are off, depending on the tablet.
