Just Received Irulu 7" Tablet PC

I have no experience with tablets (except Kindle Fire). I've had PCs since Dos 1. Now I have 7 and 8 running on different laptops.
The manual does not explain the raw beginning steps. I plugged in the DC cord.
It came with keyboard which I connected.
I figured out the on off button.
It is 63% charged.
No wifi connection yet.
Do I need a password?
How to set that up or should I just charge longer?

You need to fully charge the tablet before attempting to do other things. With most of these cheap tablets, a 6 hour charge time is recommended the first two times, after that 4 hours to charge. There should be a battery icon or something similar to indicate when it is fully charged.
