What is rooting?

I see people talking about how they rooted their android device, but what is rooting and what does it do?

I am thinking of getting a Pandigital 7" Planet. New on eBay - $139.99. Kohl's - $169.99 - 30% - $20 mail in rebate = $98.99. Plus I get $20 cert to spend in the store.

I don't see a section on this forum for the Pandigital Planet. Is it reliable? Is it fairly durable?
