What is /storage/emulated ?

I presume it's some kind of new memory scheme? I'm referring to my Nexus 7/13 of course, with Android 4.4.2

Specifically, you have:

/storage/emulated/0 and
/storage/emulated/sdcard0

But it's also redundant, because you also have:

/sdcard

Which is like the older Android OS.

Can anyone put a little clarity to this mess?

I received an email message from the developer of the app that uncovered this new memory-management system, and he agreed that the emulated memory system is a way for Android to accommodate multiple users on a single device.
