Can't get a menu screen

Hi, I just got my android and it has the green android robot in the middle of the screen and at the bottom right it says
android os 2.2
kernel 2.6.32
build number v1.2.0
This screen never changes. Please help

via 8650 is listed as brand
android 2.2 is listed as operating system
