10.1' Quad core, 1 GB Ram.
Couldn't power it up & load the OS. Not sure how can I get in recovery mode?

If you can't power it up you'll never be able to get into recovery mode.

Is the problem that you can't turn it on?

Try plugging it into a running computer for at least 5 hours. Don't pay any attention to it. Then try a long press of the power button to see if you get any reaction.
