gps location while offline

I am trying to use google maps while I have my phone set to flight mode. I am currently traveling in Europe and I don't want to use my data plan because it is so expensive. Google maps keeps saying location not available. However, my wife has the exact same phone but just hasn't upgraded to ice cream sandwich yet, and her google maps finds our location while in flight mode. I have gps turned on. Is there another setting? Is this a bug in the new version?

The map is working in offline mode, it just won't update my location on the map.
