Help buying my very first Android device

My budget is anything under $400 but would LOVE to spend $300-$350



My criteria in order and I know a few things will not happen but a brother can wish can't he!


1. Read my ginormous .cbr comic books collection without issues
2. Expandable memory of at least 64 GB
3. 10" screen, give or take a few inches
4. Rootable
4. HDMI port
