MID Android 1.6

Hi

I got an MID Android 1.6 tablet which I reset to factory settings. Since doing this, it won't let me passed signing in to a google account as it says sim card not accepted?? It appears to be trying to register a phone. It also has emergency dial on home page??? HELP!!!
