I hope you have a regular PC or have one avalable for privet use. (I don't think you could do video file convertion at the local Library.) If there isn't a program already on the PC for video file convertion I would recomend MediaCoder free download for an all round and extensive video converter.
There are other programs that are free that can be downloaded that will convert directoy from one format to MP4 (reduce to recomended X by Y size, see manual.) There is one that will convert directly to a iPad format that worked well as a easy 'few steps' converter.
