Please Help Me, I Have a Tablet Problem (Android Synapse)

I have a problem accessing my tablet. Everytime I switch on my tablet I get the little green guy and then the word android which just keeps repeating itself and nothing else happens almost like it is frozen there. I have tried booting by pressing volume and the on button but then all I get is the little green guy on its back with its tummy open and a red exclamation mark above it. Please can anyone help me with this problem it is driving me insane. lol
