pls help me with my 7" android tablet 2.1

hi i bought a android tablet from ebay recently (Chinese). it's works ok in the start but nw it's not working. when i on it it's loading then saying battery low and shutting down... .. i try to use it while putting it on charge but in that time the touch is not working properly. wt shall i do???? can i flash my tablet? pls some one help me.......
