Stuck on the Android Page

Hi I wonder if anyone can help me with this time 2 touch android tablet im stuck on the android loading screen. I get the time 2 screen then onto the android then nothing it just keeps flashin. I have tried connecting to pc with usb but it wont let me do anything at all. I have also pressed reset button on back.
