Want to reset to factory. How can I backup my saved games?

It seems silly that I would have to root just to backup things.

You can use the app "apps backup and restore."
You backup your apps, move them to a micro sd card.
Do your factory restore.
Put in your google account info.
Put the micro sd card in and either install the "apps backup and restore", and move the apps into it and have it reinstall or simply click on each one on the sd card and it will install.
If you install from the sd you have to do each one individually while the Apps backup will do them all.
If you mean backing up a game in progress I don't think you can back it up.

Does this backup settings and content or just the apps? My device has been wiped clean and I replacd my apps from Google server. Progress and settings that were all lost. Will look for this app. Thanks.

The descriptions of the save apps I saw do not include data. No need because Google saves app info and I just redownloaded those I bought.

If data is being stored and retrieved on the device, it can and should be backed up when we connect to PC. It is a toy but it should have user friendly back up capabilities.
