My ZT280 did not come with a contact app or a phone book.

Is this a mistake?

Tablets aren't phones so some of them don't come with the extra stuff that phones need. But if you want a contacts app you should be able to install one

I tried to install a couple and get a message that the device will not allow the download.

I have downloaded a lot of aps, but none of the contact aps download.
