Can anyone advise how to fix this issue

Android tablet /OS 4.2.2 . Screen keeps reloading every 15 secs. Interupts current app playing with either stopping the app or bringing up an advertisement which needs to be clicked to remove it from the screen. Factory resets have not resolved the issue.

Any suggestions on how to resolve this issue. Any thoughts on whether to add the google chrome browser and uninstall the current browser to resolve the issue?

If a factory reset allow it to do the same as you described my guess is that you allow the tablet to sync with Google when you set it back up and it installed the offending malware app in the process. The trick is fining that app and uninstalling it.
