I FINALLY GOT MY ANDROID TO COME BACK UP BUT IT SAYS BROWSER LAUNCHER HAS STOPPED WORKING AND WONT LET ME GET TO MY APPS. WHAT DO I DO?

Well, stop shouting for one. All caps is the visual equivalent of shouting and is rude. That said, try another reboot and see if that helps. If it doesn't, you will have to go into the settings and perform a factory reset. Assuming you're not rooted, the reset will return the tablet to the state it was in when you took it out of the box.
