Can't webcam be enabled for flash web chat?

While using the browser (and on a flash enabled site) I want to enable my camera so that flash can transmit my video.

However, I have yet to find a way to turn the camera on while I am in chat. Does anyone know how?

Apparently, adobe flash cannot access the audio/video of most tablets and adobe AIR might be able to but there aren't many AIR compatible videoconferencing servers, if any.
