If the WiFi is on and there is a Google Account on the tablet, fail the lock screen 5 times and it should give you an option to unlock with your Google account.
If not google account or WiFi, you will need to do a factory reset and wipe the tablet. To do this, I am not sure as I am not familiar with that tablet. Your best bet is to call the manufacturer and see if they can help. Typically it is a specific combo of POWER, VOL UP and VOL DOWN buttons.
