Haipad website down again

I keep (like I'm sure everyone else has been!) checking haipad.net periodically hoping to find Froyo and it looks like the site is down with a HTTP 403.14 Forbidden...I wonder if this indirectly has anything to do with the whole China hogging bandwidth dilemma?
