[Q] How to make Bootloader?

Does anyone knows how to make Bootloader?

Can someone post a tutorial on how to make one and a step-by-step procedure and how to make it as part of the package to replace current bootloader.

This is Thor Transformer Revolver bootloader, I just edited it and added the last image and the Philippine Flag image below is what I want as my new Bootloader; glowing gradually until it loads completely.
