Using WiFi with location services "Google's location service" and "Location & Google search" turned on, some apps still will report something like "location not available".

Is there some additional settings that I might be able to enable to overcome these type shortcommings? or are these apps simple limited to 3G/4G type services?

They aren't limited to 3G/4G service equipped tablets. The ASUS Transformer line, for one, all have GPS and the 3 primary tablet in the line have no 3G or 4G. The problem with WiFi location services is that it will try to ID your location based on the IP address of the WiFI, what is known as the WAN IP. At times it will have a problem with with seeing the IP and at other times the IP may be tied to a service provider nowhere near your location. 3G/4G towers are going to be far more accurate.
