Galaxy Tab 3 SM-T217S. I have been searching for days trying to find a solution of not being able to have a web page load on my tab. I reset the router, reset the tab back to factory, checked the time and date installing WiFi fixer etc etc. I have been to dozens of web pages to try to fix this and I came upon this video
This fixed it for me and I figured it may help you. Basically is really as simple as changing your ip address using a static connection. My router is a Linksys E2500. Good luck!
