Android upgrade or not

I have just purchased an Android 1.7 OS Tablet PC with WIF.
I want to mostly use it for PDF reading. Currently there is no PDF software installed.

I would like to know if it is best to upgrade to version 2 or should i just stay on version 1.7?
And where can i download the PDF software for version 1.7?

its a good idea to update but you can download a pdf reader from the market or you can side load one check the thread on how to side load apps

Currently i dont have any Internet connection on it... so i am installing apps by downloading it from site and install via USB.
I will go check under "How to install apps".

Do you know where i can go to get the software to upgrade to version 2?
(except directly download on the Android(no internet on device)
